Psalms 96:1 (KJV) O sing unto the LORD a new song: sing unto the LORD, all the earth.

Psalm 96 start of with an exhortation to sing to the LORD. Who is being exhorted to do this?
All the earth. This was not limited to just Israel. This is a revelation given from GOD to the Psalmist. It includes all the peoples of every nation.
“Psalms 67:4 (KJV) O let the nations be glad and sing for joy: for thou shalt judge the people righteously, and govern the nations upon earth. Selah.”

The LORD GOD Almighty, who created the heavens and the earth desires everyone to sing to Him. It is not just every person but all of creation is to rejoice and make a joyful noise to the LORD.
“Psalms 98:7-8 (KJV) Let the sea roar, and the fulness thereof; the world, and they that dwell therein. [8] Let the floods clap their hands: let the hills be joyful together”
“Isaiah 55:12 (KJV) For ye shall go out with joy, and be led forth with peace: the mountains and the hills shall break forth before you into singing, and all the trees of the field shall clap their hands.”

Therefore lat us all be encouraged to sing to the LORD. To make a joyful noise to Him.
“Psalms 66:1 (KJV) To the chief Musician, A Song or Psalm. Make a joyful noise unto God, all ye lands:”
He is our GOD and created us to worship Him.
“Psalms 100:1-5 (KJV) A Psalm of praise. Make a joyful noise unto the LORD, all ye lands. [2] Serve the LORD with gladness: come before his presence with singing. [3] Know ye that the LORD he is God: it is he that hath made us, and not we ourselves; we are his people, and the sheep of his pasture. [4] Enter into his gates with thanksgiving, and into his courts with praise: be thankful unto him, and bless his name. [5] For the LORD is good; his mercy is everlasting; and his truth endureth to all generations.”
